The Ministry of Finance, Labour and Transfers has approved the guidelines on the implementation of Child and Maternity Allowances
The updated guidelines include the following information:
Child Allowances
✅All children aged 0 to 16 years who are residents of Kosovo are entitled to receive child allowances.
👶👧Families with 1 or 2 children receive €20 per month for each child.
👧👦👧Families with 3 or more children receive €30 per month for each child.
Applications are submitted by the mother of the child through the eKosova platform, and the funds are transferred to her bank account. In cases where the mother has passed away or is not a citizen of Kosovo, the father or legal guardian may apply using the relevant documentation.
In specific situations such as:
🔹 Divorced parents
🔹 The mother has abandoned the child
🔹 Custody has been granted to the father by court decision or by CSW – in these cases, the application is submitted by the father in the role of the legal guardian.
📎 In cases where the child is in residential care, the application is submitted by the respective care entity, specifically by the authorized employee of the entity, who opens a bank account for the child where the child allowance funds are deposited.
Maternity Allowances
✅All maternity recipients who are residents of Kosovo are entitled to benefits:
☑️Unemployed maternity recipients receive €325.9 per month for six consecutive months, provided they have been unemployed for at least 9 out of the last 12 months before the birth (according to the TAK data).
☑️Employed maternity recipients receive €325.9 per month for three consecutive months.
Applications must be submitted within 90 days from the date of birth of the child.
⏳Verification of eligibility criteria for the benefit
▶️If the child is born in Kosovo and the application for allowances is submitted within 3 months of the birth, the benefit is approved automatically without requiring additional verification.
▶️However, if the child is born outside Kosovo or if the application is submitted after 3 months, the case undergoes a verification procedure, during which supplementary documents are requested to assess eligibility.
The Department of Social Schemes (DSS) has the right to request documentation to verify the criteria, including:
🔹 Certificate of residence
🔹 Proof of regular school attendance
🔹 Vaccination records from health institutions
🔹 Electricity bill
🔹Household registration in KAS, etc
If the required documentation is not provided, the benefit may be temporarily suspended until the requirements are met or terminated if the recipient’s residency cannot be verified.
📬 If suspension or termination of the benefit occurs without a justified decision, the recipient is entitled to file a complaint with the Complaints Commission within 30 days of receiving the decision.
