Bulletin XXXIV

On October 23, 2024, during its session number 226, the Government of Kosovo approved the program of the Office for Community Affairs for the year 2024.

The goal of the program is to promote the rights and interests of non-majority communities and support them financially through the following activities:

  • Financial support for media, in languages ​​used by non-majority communities;
  • Financial support for non-governmental organizations to promote the rights and interests of non-majority citizens, youth, women and other marginalized groups;
  • Financial support for cultural and traditional activities of non-majority communities;
  • Scholarships for students from non-majority communities;
  • Financial support to citizens of Kosovo who meet the criteria of this program.

The Ministry of Finance, Labor and Transfer announced that applications for the Electricity Subsidy Program for vulnerable consumers are ongoing through the e-Kosova platform.  This program for vulnerable consumers is financially supported by the European Union.

All families residing in Kosovo who meet the following conditions are eligible to apply:

– Average monthly income* of less than 150 EUR per member. Therefore, a family of four must have less than 600 EUR monthly income, and

– They own real estate worth less than 100,000 EUR.

For families who meet the conditions, the subsidy will be paid directly to the account, during the 6 months of the winter season, i.e. for the period from October 2024 to March 2025.

The amount of the subsidy will depend on the number of members and the average income of the family, but it cannot exceed 50 EUR per month.

The application can be made on e-Kosovo, in the service “Grants and Subsidies”, and will be open throughout the program.  Register at the following link: https://ekosova.rks-gov.net/

To be able to benefit from the first month, you must apply no later than October 31, 2024.

Applications submitted after the end of the month can only benefit from the following month onwards.

* the income calculation does not include income from disability pension (blind, paraplegic/tetraplegic), pension for families of fallen soldiers, disabled war veterans, pension for civilian victims of war, pension for work disability, and income from the social assistance scheme.

The Office of the Language Commissioner ​​invites all non-governmental organizations registered in the Republic of Kosovo, with activities for the protection of language rights in their portfolio, to apply for financial support for projects that contribute to the promotion and protection of language rights.

 Under this public call, the NGOs can apply with projects/programs in the following priority areas:

  1. Promotion and protection of language rights and strengthening of partnership and cooperation of non-governmental organizations and other stakeholders, with government institutions.
  2. Monitoring the implementation of the Law on the Use of Languages ​​in institutions under the jurisdiction of the OLC and supporting institutions for compliance with the Law on the Use of Languages.
  3. Protection of languages of communities whose languages don’t have the status of an official language and Promotion of learning the languages of other communities;

Non-governmental organizations can compete with projects to contribute to the promotion and protection of language rights based on the activities listed below:

  • Monitoring of activities and services provided by institutions to citizens;
  • Various researches and activities on language rights;
  • Activities aimed at promoting NGO communication with the public and institutions, with a focus on informing the public about language rights;
  • Activities aimed at solving specific problems of language rights and their violation;
  • Using new technologies and social media to help law enforcement.

Projects based on round tables, publishing brochures and pamphlets (posters), will not be given priority by the Office.

  • Projects with unique ideas will be given priority;
  • Managing staff salaries should not exceed 40% of the total project amount;
  • Incomplete documentation will not be reviewed in accordance with Article 10, point 3 of the Regulation;
  • The project description must comply with the regulations.

The total planned value of the Call is 150,000 EUR. The minimum amount of financial support that can be awarded for each project is 5,000 EUR, while the maximum amount for one project is 15,000 EUR. Based on the funding plan, up to 15 projects will be supported.

The non-governmental organization ECMI Kosovo invites all interested non-governmental organizations, as well as activists and informal waste collectors, to apply for grants with project ideas that will promote recycling and encourage social inclusion.

The maximum amount of the project is up to 10,000 EUR.

The Terre des Hommes Lausanne Foundation in Kosovo (TDH) implements the project “Social justice for Roma, Ashkali and Egyptians in Kosovo” in partnership with the organization Voice of the Roma, Ashkali and Egyptian Communities (VoRAE) and Swiss Church Aid (HEKS/EPER).

The general objective and vision of the project is for – a truly multi-ethnic and multicultural society in Kosovo, where Roma, Ashkali and Egyptians are treated as equals by the state and society, with access to the same opportunities like everyone else, and where Roma, Ashkali and Egyptians know their rights and their social responsibilities. The TDH is looking for a local expert who has professional, ethical and technical capacities and knowledge for the design and accreditation of the training module/program for child protection policy in pre-university education institutions for professionals and personnel operating and working in these public and private institutions.

The non-governmental organization VORAE invites all students from the Roma, Ashkali and Egyptian communities studying at private and state faculties to apply for support in the form of scholarships.

The non-governmental organization Building the Balkans invites all young people between the ages of fourteen and twenty-three (14 – 23) to sign up for a one-day training to improve their leadership skills in the community. Anyone interested in being a part of bringing about change and making a positive impact in their community, this is an opportunity for them to help and learn about project management and conflict resolution.
