On April 16, 2025, during its 258th session, the government in office adopted the Action Plan to implement the Strategy for Improving the Rights of the Roma and Ashkali communities in Kosovo. The strategy covers the period from 2022-2026 and includes concrete activities of Kosovo institutions in the area of education, health, employment, social services, housing and the fight against discrimination for an equal and just society in which members of the Roma and Ashkali communities are not treated as special categories, but as citizens with full and guaranteed rights. Representatives of civil society and the Council of Europe contribute to its implementation and provide support to the Office of Good Governance in charge of overseeing the entire strategy implementation process.

On the occasion of International Roma Day, an official event was organized on April 17 with the financial support of the Office for Community Affairs, which gathered representatives of institutions and Roma community members to celebrate this important day and pay tribute to Roma history, culture, and the contribution of this community in our multi-ethnic society.

 The event was attended by the Prime Minister of the Republic of Kosovo, Albin Kurti, along with Deputy Prime Minister and other officials of the Government of Kosovo, newly elected representatives from the Roma community, representatives of civil society, and numerous citizens.

In his speech, the Prime Minister Kurti emphasized the Government’s commitment to equality, inclusion, and non-discriminatory treatment of all citizens, with a special emphasis on supporting the Roma community in areas such as Education, Culture, and Social Integration.

The event was marked by introductory speeches, cultural activities, and discussions about the past and future of the Roma community in Kosovo, promoting the values ​​of coexistence, diversity, and mutual respect. International Roma Day marks an important moment for reflection and commitment to building a fairer and more inclusive society for all.

The Ministry of Education, Science, Technology and Innovation has published a call for support to non-governmental organizations that run Learning Centers for students of the Roma, Ashkali, and Egyptian communities, as well as other students who need additional support. This Call aims to improve educational opportunities for children from marginalized groups. All interested organizations can apply with a maximum of one project within this call.

The project implementation period is from six (6) to ten (10) months, starting from September 2025.

The Ministry of Agriculture, Forestry and Rural Development invites all interested farmers to apply for support within the Direct Payments Program for 2025.

Support is provided for the following crops and agricultural activities:

  • Direct payment for surface area planted with wheat and the  produced/supplied quantity of wheat;
  • Direct payment for surface area planted with wheat seeds;
  • Direct payment for surface area planted with barley;
  • Direct payment for surface area planted with rye;
  • Direct payment for surface area planted with oats;
  • Direct payment for surface area planted with corn;
  • Direct payment for surface area planted with sunflowers;
  • Direct payment for existing vineyards of wine and table grapes;
  • Direct payment for wine produced and officially declared;
  • Direct payment for existing orchards;
  • Direct payment for the delivered/sold quantity of raspberry fruits;
  • Direct payment for the production of planting material of fruit trees and vines;
  • Direct payment for surface area planted with vegetables;

The KCSF Foundation invites individuals, unregistered initiatives, and non-governmental organizations from the territory of Kosovo to apply for small grants intended for the implementation of specific projects in local communities.
These small grants aim to support actions that produce visible results in a clearly defined period. Projects can be short-term, but with strong potential for change, whether they address systemic issues or local challenges.

The following may apply for this Call for grants:

  • Individuals (citizens of the Republic of Kosovo)
  • Unregistered initiatives
  • Non-governmental organizations registered in Kosovo

 Project implementation timeframe can be up to 12 months, while the maximum amount of one grant can be EUR 10,000.

UNESCO has published a Public Call for Small Grants for individuals within the EU-funded project “Culture and Creativity for the Western Balkans” (CC4WBs). This call aims to strengthen the cultural and creative sectors in the region, encourage dialogue and reconciliation, and increase socio-economic impact through the improvement of skills, knowledge, and access to financial support.

Who can apply?

Residents of Western Balkan countries who are beneficiaries of IPA funds are entitled to apply: Albania, Bosnia and Herzegovina, Montenegro, Kosovo, North Macedonia and Serbia.​

Types of grants available:

  1. Artist residencies: Grants of up to EUR 5,000 are intended for artists who wish to participate in residencies in the Western Balkans region or Europe. The goal is to encourage the exchange of ideas, experiences and skills among artists, as well as to strengthen regional partnerships and the production of multicultural content.
  2. Participation in cultural and creative events: Grants of up to EUR 3,750 are intended to cover the costs of participation in fairs, professional gatherings, trainings and other events related to culture, heritage and creativity, in order to promote the Western Balkans region in the areas of Cultural Tourism, Art, Media and Youth Development.

How to apply?

Interested candidates should complete the online application form and submit the required documentation, including:​

  • ID card or other proof of residence in one of the IPA beneficiary countries.​
  • Description of the proposed project or activity, including objectives, planned activities, and expected results.​
  • Project budget with a detailed presentation of costs.​
  • Additional documentation relevant to the proposed activity (e.g. invitation letter from the event organizer, work plan during the residency, etc.).​
